This can happen if you are in private browsing mode. In that mode some menu items are disabled. For details of how to get out of private browsing mode see https://support.mozilla.com/kb/Private+Browsing

You should update to the latest Firefox 3.6.13 version via Help > Check for Updates or download and install the latest version from http://www.mozilla.com/firefox/all.html
