I can drag and drop bookmarks from one folder to another, but I can't move them up and down within a folder.

Once I "show all bookmarks," go to my Library, and click on "Bookmark menu," all my bookmarks are listed in the right-hand pane. I want to move bookmarks up and down within that pane, and I can't. (I always could with Firefox 3.) I can move them from one folder to another, but not within a single folder. I've found a really cool site and I want it near the top of my list, not 40 items down where I have to dig for it!

Try Cut & Paste via the right-click context menu if dragging doesn't work.

I have read that there are about 5 or 6 other add-ons that also inhibit Drag and Drop functionality, not just the Torbutton add-on. The list is somewhere in the main Firefox support section (but it's tough to find the answer there twice).
