Not part of Firefox, you probably had an extension before perhaps called something like Plain old favorites or at least something with favorites in the name. If you have such a disabled extension you could try enabling it via the "Addon Compatibility Reporter" or with a simple configuration change.

Transferred "Favorites" from IE during the installation or using File > Import might be in a separate folder in your Bookmarks named "From Internet Explorer". See Importing favorites and other data from Internet Explorer
