That would be be impossible unless you did away entirely with page formatting entirely. Each author may have their own idea of what you should be seeing and how you are to see it. By site which is the default is about the best that you can do.
If you have a serious problem you could change the resolution of your display, but it had better be a very large monitor.
NoSquint, adjust the text-only and full-page (both text and images) zoom levels as well as color settings both globally (for all sites) and per site. Toolbar buttons, percent displays on status bar.

oh...well when i used explorer (i just downloaded firefox today) i set my homepage to 125% and all my sites had the same settings. i am not extremely computer literate, but it seems that if one browser lets me do this then others should too, and i did not have to get add ons. i guess i am a little confused

For reasons unbeknown to us, Mozilla didn't include a global page zoom feature that almost every browser besides Firefox has, when they added Page Zoom to Firefox 3.0. That has been changed in subsequent new versions, so the user has to add that feature via an add-on.
