I do not have internet access for my desktop, only for my phone. Thus, sync is of no use to me. I have already stored a copy of my desktop's bookmarks on my phone in both html and .json format. I can also move and replace files on my phone using my computer. Can it be done and how?

In desktop versions is this:

Open the Library window (Bookmarks / Organize Bookmarks) then press Import and backup > choose Restore > click Choose file... > in dialog box that pops up, select the JSON file on your system and open it > a new dialog box will ask if you want to replace your current bookmarks > select Yes.
