That preference for turning off images in Firefox Options was removed in Firefox 23 and subsequent versions. It is still available in "hidden" settings.

This extension - https://addons.mozilla.org/en-US/firefox/addon/quickjava/ - provides toolbar "toggle" buttons for various features in Firefox. It does provide a toolbar button for toggling images off and back on.
