Firefox slow to navigate around and menus are slow

We are running Windows 7 x64 Firefox 38.0.1

Issue: Firefox slow to open new tabs, click menu items, load pages etc

Steps Tried: Run in Safe Mode - Issues DOES NOT happen

Tried manually disabling all plugins one by one Reset Firefox

Logged in as another user who's never logged in on the machine and the issue happens still Uninstalled firefox and reinstalled and still happening.

Machines are atleast Intel Core I3 with 4GB RAM No hard drive issues No other programs run slow

Any ideas?
