According to Microsoft's article about that update: <blockquote>This non-security update includes quality improvements. No new operating system features are being introduced in this update.</blockquote> https://support.microsoft.com/en-us/help/4022716/windows-10-update-kb4022716 So it sounds safe to remove, which I think you might be able to do using the Windows Control Panel "View Installed Updates" (judging from what it's called in Windows 7). I don't know whether there are other workarounds.
