1) Is it possible to know if a filter is running? I use large filters on accounts with many messages. It can take a while for a filter to finish, but sometimes I can't tell whether a filter is still runnning? 2) If I start running a filter and then Run a second (or third, fourth, etc.) filter before the first one is complete, will the subsequent filters be run in order? Does running a second filter cancel the execution of previous filter(s) that might still be executing?

No.

Some actions might be seen in tools > activity manager - move message to a folder for example.

You can also turn on filter logging.

a) I would expect each to start when you initiate it, not "in order". b) No.
