How can I make 3.6.11 does recognize signons.sqlite
I moved to a new machine; downloaded Firefox 3.6.11 and copied my major profile files including my passwords file signons.sqlite plus key3.db. But when I show Passwords under Tools, no passwords are displayed. Why? How do I get my Passwords transferred and working?

It should work if you copy those two files to a new profile.
Make sure that you are in the correct location.
See Help > Troubleshooting Information > Profile Directory > Open Containing folder
If you have still access to the old computer then use the Password Exporter extension to export the password and use the same extension on the new computer to import those passwords.
