Firefox not syncing to new machine

Running Win 7 Enterprise SP1, FF 30.0

I've got several other instances of firefox running on several different platforms, most of those are FF 29.x if I remember correctly. All of those machines work fine, which brings me to my current condition: I can't get sync to do shit on this new machine. I connected to my firefox account but nothing automatically synced. Afterwards I tried to force a sync, and the sync icon turns blue and spins for half a second, but then stops. about:sync-log is completely empty, and the only difference I can think of is that I had to install here without elevating to administrative privileges, but that would be a bit silly since every other feature I've used so far worked without a hiccup.

Has that Sync account been updated to the newSync which uses a Firefox account? The main identifiable difference is that the newSync doesn't use a "Key" when adding a new device; all that is needed is the Email Address (account name) abd the Password. https://wiki.mozilla.org/Identity/Firefox-Accounts
