When replying to someone who sent mail in plain text, how can I make it so quoted text doesn't have those ">" marks in front of every line, but instead has vertical blue lines on left side of quoted text area?

The recipient will see the blue line, at least with Thunderbird - other email clients may behave different. You won't see a blue line in the compose window.
