I have down loaded the lastest version of thunderbird and now I am unable to get full access to the Accounts setting panel. See screen shot attached. I am unable to set up a HTML Signature etc.

Your screen shot didn't come through, but in any case, I would suggest that since you're on OSX, you lower your display resolution and see if it makes any difference with TB. If it doesn't, try running in safe mode (Help/Restart with Add-ons Disabled or hold Option key when you launch TB).
