Why are the .mil addresses blocked, listed as unsafe, and won't allow me to add an exception so that I may access my government health care?

While attempting to view and print my tricare dental enrollment cards at https://www.dmdc.osd.mil/milconnect the popup was blocked and I received a warning that it was an untrusted site. There was no add exception option and when adding it to the list of excepted web addresses, it still would not allow me to access the website. This is not the first time something like this has occurred, it happens regularly on .mil websites.

When I entered the URL, clicked on the Advance button, I got the 'Add Exception' - clicked on it and got on the website right away.

You probably need to install the DoD root and intermediate certificates.
