I use POP3. There are 30000 emails on the server, about 10G. It takes too much time to download them all How to make Thunderbird not download all the mail on the server.

I try to import more than 10000 messages locally, and it will still download all the messages

This is confusing. If you want all the messages downloaded, then you need to allow the time to do that. That is a one-time process, as Thunderbird keeps track of what has been downloaded in a file named popstate.dat.

Open the account in webmail and move messages from the Inbox to a user-created folder. Since POP downloads just the Inbox, the moved messages will remain on the server.
