It Windows 7 my mouse is configured to use the 4 direction pan in Firefox once the middle mouse/mouse wheel button has been clicked. This enables panning at variable speeds in all 4 directions. This feature is not enable in my Linux/Ubuntu OS. I do not know which option to change nor if it is even an option in Firefox's about:config section or somewhere else in my system.

Is anyone aware of where this setting can be located and how to change it?

It's called "autoscrolling". The checkbox is in Preferences window - Advanced panel - General tab.

No, the user is asking about panning. Autoscrolling, as the name suggests, scrolls the page, ie. when you move the mouse down the page will scroll up to reveal its bottom part. Panning is when the page follows the mouse.
