In my web browser, the "elevators" that toggle the screen up/down as well as the left/right no longer seem to exist and moving around within the browser can only be done with arrow keys now. How do I get the "elevators" back ?

Those elevators are more commonly known as scroll bars.

It is possible that the screen is too wide or too high and that the scroll bars fall off.
Open the system menu via Alt+Space and see if you can resize that window.
If that works then close Firefox (File > Exit/Quit) to save that setting.
