I can upload the xml file using IE 11. I can also upload a .pdf file using Firefox as before as well. I have done all the clearing of cache steps, etc. but the problem remains. I have even uninstalled the program using "add remove program" via my control panel but the result still remains, I can not upload a simple .xml file and I was able to do so before my last upgrade.

Issues have been previously linked to the McAfee Site Advisor extension. Try to disable it and see if the problem persists.

To disable it: Type "about:addons" in the Location bar Find the extension and click on its "Disable" button

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac Options)
key, and then starting Firefox. Is the problem still there?
