I downloaded several video repair programs, and one of them must have been dodgy because popups have started appearing constantly. Text that shouldn't be a link is now a link, and if I click anywhere then new tabs open with ads.

I've tried two different malware scans, which both found PUPs and got rid of them, but it didn't work. I also tried refreshing Firefox, but that didn't work either.

Hey there. First and foremost, check for any suspicious looking Addons-Extensions via: Three bar menu --> Addons "about:addons"

Next I'd suggest running an AdWare Scan. You can find a nice scanning software from MalwareBytes.

After all is done, you can install a popup blocker via the addons page, or by clicking here for my suggestion: https://addons.mozilla.org/en-us/firefox/addon/ublock-origin/

I already looked through my addons and there was nothing there. I also tried AdwCleaner - that was one of the things that identified stuff and removed it.
