Every time I search for 'shared address book' or the like I get articles on how to sync my address book with an external one. I get references to how you "used to" be able to share an address book by editing the prefs.js file but not anymore.

This seems like "Using Thunderbird in Business 101" -- the company has a common address book.

Am I missing a simple add-on that will do this? Is there a way to accomplish this with a Windows or Linux server without a dozen addons, upgrades and new data bases?

If a company has a common address book it is unlikely to be in a Thunderbird storage format. Business tends to use ldap, or other centralized storage formats. The fact that windows active directory can act as an ldap server might have something to do with that.

For some ldap products see https://en.wikipedia.org/wiki/List_of_LDAP_software
