I'm on Latest version 78.4.1 (32-bit) under Win-10 PC ... On prior version was able to hit enter after each email I added on the To: field and get a new line to add the next To: or CC: or BCC: row .. now enter moves down but no new row entry opens to add address.

You don't. With Thunderbird 78 you can add multiple recipient addresses per row. https://support.mozilla.org/en-US/kb/addressing-email
