I am unable to open new tabs. The "new tab" button (plus sign) does nothing. Selecting New Tab off of the file does nothing. Typing CTRL t does nothing.

Ask Toolbar is being offered as an optional feature in some of the softwares that you have downloaded. Though at the download window it offers an option to "opt out" this toolbar, most users are not aware of it and Ask Toolbar will be installed without the user's knowledge. You can uninstall it by following this link:
