Firefox doesn't have a message like that, and Firefox doesn't have a way to enforce that type of security policy. Probably caused by a Windows7 security setting, a 3rd party program installed on that PC, or maybe something setup with your internet service provider.

Are you the Administrator on that PC, and the "owner" of the ISP account?
