Do you mean that the value of the browser.newtab.url pref changes or are the tiles on the about:newtab empty after restarting Firefox?

In case of the latter you may have to check if you are using "Clear history when Firefox closes" to clear the Browsing History.

Note that clearing "Site Preferences" clears all exceptions for cookies, images, pop-up windows, software installation, and passwords.

I checked but it was set as 'Firefox will: remember history.' So I guess this is not the problem. =/

Do you still get the about:newtab page or is that another page?

Did you check the settings for "Clear history when Firefox closes" in you are using it?

Can you attach a screenshot?

Use a compressed image type like PNG or JPG to save the screenshot.
