How can I block any programs from changing the home page setting, or warn me when a program attempts to do this? Is there a security setting available that I have overlooked?

To my knowledge, there isn't a way to do that. There is one preventative measure you can take to reset it after being hijacked. You can install the Search Reset add-on. That allows you to install, the add-on reverts the hijacked sites to your normal one.

That's not a preventative measure, it's a fix for when that happens. The Search Reset add-on installs, then does its' thing, and then disappears.

The "trick" to keep that from happening is to be very careful what programs you install. Don't install anything without researching what you want to install and doing a search to see what other people have to say about the program, as far as installing "extras" like a homepage changer.
