How do I find the formatting drop-down menu?

In writing messages, I have always enjoyed using the drop-down formatting menu, that provides choices of font, font size, color, etc. It has disappeared. All I have now on my menu bar is Attach Security Save

Do you use one of the popular webmail sites, like Yahoo, Gmail, or Hotmail/Outlook? Could you check to make sure the site didn't switch to a "basic" view or "plain text" instead of the usual advanced view with "html" format?
