My print size will not change

When I try to change the print out size nothing happens. I rely on being able to decrease the size so that shipping labels will fit on my boxes. I have been using this right along and all of a sudden it doesn't work. I've tried restarting the computer and restarting Firefox. Neither worked.

The Scale setting in Print Preview or in File > Page Setup influences the font size used when printing.

There was a related, but inverse problem in Firefox 47, but was fixed in Firefox 48. https://support.mozilla.org/en-US/kb/pages-appear-tiny-when-i-print-or-print-preview-firefox
