I didn't enter my email account login information correctly on the first try through a new install on a new MacBook Pro running Sierra 10.12.1, then stopped the install and tried to start over. Thunderbird starts and hangs at the screen "Would you like a new email address?", where no input does anything. I tried uninstalling (by dragging the app to the trash and emptying the trash), then reinstalling from a fresh download, several times, and it always hangs at the same "Would you like a new email address?" screen.

How do I re-start the process with a clean re-install or skip past the "Would you like a new email address?" screen?

There must be a file somewhere that has been created from the first install with bad info in it...

Yes. I followed through that thread, tried to figure out how to turn off chat and resetting preferences and reinstalling... no joy. Ultimately I succeeded by figuring out there were "profile" files that we being left around from the original unsuccessful config and they were being used every new install... so I deleted all those files and the directory and reinstalled again. This allowed me to start from scratch on an install and do it correctly. It works now. (I deleted /Users/at/Library/Thunderbird and all its contents) I would suggest that the instructions for removing/reinstalling Thunderbird on the Mozilla Help Pages not only include Trashing the app from the Applications folder but also removing the directory and its contents listed here. Thanks for being willing to help.

Thanks for the suggestion but it did not help me get any further in the install. I also tried the beta version with similar but slightly different results. I fear there is a file somewhere that has either been modified or needs to be deleted so the installer thinks this is a new attempt at installing...
