Additionally, they have the option to select a specific location to see current weather conditions.", which was released with the version 130.0 also comes to europe someday?

You can set this pref to true in about:config to make this feature visible in the user interface.
- about:config => browser.newtabpage.activity-stream.system.showWeather => true
"Change location" might be disabled/hidden in the three-dot Weather menu, you may need to enable this via about:config.
