I.P. address does not equal my residential address
How do I get Google to change my I.P. Location address to equal my actual residential address?

You IP comes from your ISP provider and O/S that tells your location. There nothing beyond that you can do to change that. If you use VPN or Proxy that will give false location data and that would affect a host of software that rely on location data to use their software correctly. IP and Home Address aren't the same.
"There nothing beyond that you can do to change that". Tx your answer. My ISP is Telstra. So need I say more? I live less than 100kms SW of the coastal end of the Qld/NSW border, but Google tells me my Location is (I think) Barrack St, in Sydney's CBD. As useless, to anybody!, as tits on a bull.
