How can I restore this ability. I don't know why it stopped working. Is there a limit to the number of bookmarks you can put on the toolbar?

To drag and drop from the address bar to the bookmarks toolbar (or the desktop), instead of dragging the URL text, drag the icon to the left of it, usually a globe or padlock.
You should still be able to move bookmarks on the toolbar using drag and drop. Watch for a vertical marker as you drag so you know where it will drop when you release it.
Do you still see the Bookmarks Toolbar with your bookmarks on it?
Problems with bookmarks and history not working properly can be caused by a corrupted places.sqlite database file.
You can check for problems with the places.sqlite database file in the Firefox profile folder.

Yes, I know this is how it is supposed to work but for some reason it has stopped working. It doesn't let me create a bookmark on the toolbar of move them around in this manner anymore.
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.
- Switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance
- Do NOT click the Reset button on the Safe Mode start window
I've got Firefox 32 on Windows 8.1 Update 1 x64, and I have tried dragging the globe icon in a brand new Firefox profile (after starting firefox.exe --profilemanager I created totally new profile just to test this issue, so no addons at all). I did it thousand times before, now it simply doesn't work. Safe mode - the same. What's going on? :)
