Press the Alt or F10 key to bring up the tool bar.

Select Tools > Permissions Manager.

In the search box, top right, enter the name of your site. There may be more than one entry. Set the options as you want.

To make the settings for all sites, enter nothing in the search box. Set the options as you want.
