Thunderbird keeps downloading old messages instead of just new messages

I setup thunderbird on my brothers computer. It uses the same settings as mine which functions correctly however his keeps downloading old messages (from 2012) every time it starts up. I delete them but when I go into the deleted folder they don't show up (it shows it as moving messages but never seems to complete).

Inbound server is imap.mail.outlook.com port 993

Right click on the account and then click on "setting" and go to "synchronization & storage". In "Disk Space" choose "Synchronize the most recent".

Tried that plus chose delete messages over 30 days old and its still downloading old messages.
