The methods to change the interface language in Firefox suggested in https://support.mozilla.org/en-US/questions/1018686 and https://support.mozilla.org/en-US/questions/1223719 do not work any longer. Specifically the intl.locale.matchOS and intl.locale.requested settings are not available in the about:config window.

What's the preferred way to change interface language?

I'm using Firefox 61.0 (64-bit) on Windows 10.

You can create a new string pref with the name intl.locale.requested in case this pref doesn't exist and give its value the language code.
