Block Certain Sites From Being Included In Highlights
Most of the time, my home page is not the firefox start page.
Occasionally, I do have a reason to open a new blank tab, and I see sites which have been deleted from my history showing up in highlights.
I want to prevent this from happening with certain domains.
What is the steps I need to take to prevent this from happening.

Hi cDreamDancer, I am not aware of a way to block an entire site from being listed in Highlights or Top Sites, only specific pages (using Dismiss).
If seeing recent sites in Highlights is more annoying than helpful, you can modify what appears in the list to exclude sites from History. That setting is available when you click the "gear" icon in the upper right corner of the New Tab Page.
This is a violation of privacy if you can't keep certain sites from being listed in highlights.

The BIG problem is that I will visit a site such a imgur, browse a few images, and land on one with the legs spread wide open.
WHY THE FUCH IS THAT ONE TAGGED FOR BEING INCLUDED IN THE HIGHLIGHTS!
And then it happens that my kids want to look something up and guess what they see?
That would be a site issue not a Browser caused. You should report that to the site Webmaster for that problem. Sounds like that site has P*** ads showing up and that doesn't come from the Browser but the site itself.

There has to be a means to prevent this from happening because not all sites are added to that panel, it seems only certain sites are allowed there why other sites are not.
I rarely go to imgur.com for example, but the one time I visit there, the page that I visit shows up.
On the other hand, several sites that I frequent on a daily basis do not show up there.
So where is the list?
I assume that this is a matter of frecency and some actions give more bonus points than others.
I think you may want to take charge of the Top Sites section and either:
(A) Remove it from the page if it's more trouble than it's worth, or
(B) Add your own sites there and reduce the number of rows so others don't appear accidentally
