I want to go back to version 60 of Thunderbird for a lot of reasons. Why can I not do this? Even if I download and install Thunderbird 60.9.1, it automatically updates to Thunderbird 68.10.0 (even if I choose not to update automatically).

You're probably not fast enough to stop the automatic update. Uninstall ALL versions of Thunderbird via Control Panel, including the Mozilla Updater Service, delete the Mozilla Thunderbird Installation folder from C:\Program Files and/or C:\Program Files (X86), go offline then install v60. Use the custom install option and uncheck the background updater service option. Launch it and disable automatic updates.
