If I select bookmarks toolbar to "only show on new tab", it does not work. Either it shows in all tabs or does not show at all.

I have not tested recently, but when this option was first added, it only worked when the new tab page was set to the built-in Firefox Home page. If you use a blank page for your new tab page, it doesn't show. There was a bug on file to fix this, but since the blank page is used in a variety of other contexts, it apparently is more difficult to sort out than first thought.
