I deleted my Secondary Email from my Firefox Account so I could use it on a new seperate account but when I try to Sign Up it tries to log me in instead and says I can't sign in with a secondary email. I there a set time I have to wait before I can reuse the deleted email or will someone at Mozilla need to fix this for me ?

You first need to disable sync to insure nothing is connecting and keeping the connection alive. And AFAIK the secondary email isn't used for login it's the Primary email that was registered that is used for the login to my limited experience here.
