You can't do that reliably. There is an extension [Master Password+] to ask the master password at startup, but being an extension that measure can easily be bypassed by starting Firefox in Safe mode or even create a different profile. If you want to prevent other from accessing internet then you need to take measures at the OS level and block them via a password protected firewall or router.
