i want to download a photo i choice a file where i want to save it no problem now i pic another photo i want to download and i want to save it in the same file ....but firefox dumps it where it wants...it should keep saving in the file i chose until i change the location

You should look at the article How to fix preferences that won't save. There might be an issue writing to the pref.js file.

The Startup, home page, tabs, and download settings has a Downloads setting, "always ask me where to save files" which I gather you have selected, since you said, i want to download a photo i choice a file where i want to save it no problem.

You then say, i pic another photo i want to download and i want to save it in the same file ....but firefox dumps it where it wants...it should keep saving in the file i chose until i change the location

If your problem is that Firefox doesn't always start in the same place where you last saved a file, that's because Firefox now remembers the last download directory on a site-by-site basis (ref.1). There was a request to offer a preference to turn off this feature, which will be available in Firefox 11 (ref.2)

Current Firefox versions remember the download directory based upon the URL, so if the URL changes then the default folder may be chosen if there hasn't been selected a download folder before for that server.
