The issue is something that needs to be addressed by the web developer. As far as I can see, there's an issue in the address that's referenced by the frameset. After the closing tag, there's another opening tag, which is certainly invalid. Firefox displays an error message, Safari tries to render it, but that doesn't change anything about it being invalid HTML. I filed a tracking bug here: https://bugzilla.mozilla.org/show_bug.cgi?id=795878 and will try to notify the web developer.
