That language pack should be working and get selected if you set the general.useragent.locale pref to nl on the about:config page. You need to close and restart Firefox to use a different language.

I see installed languages in "Firefox/Tools > Add-ons > Languages" although I usually install them globally in the /distribution/bundles/ folder in the Firefox program folder on Linux. For the Dutch version you would have to extract the files in the language pack (ZIP archive to a langpack-nl@firefox.mozilla.org directory (\distribution\bundles\langpack-nl@firefox.mozilla.org), but this only works with the en-US version of Firefox.
