I have a local provider account and a hotmail account listed in Thunderbird. Both accounts are operating correctly as I can send and receive from both. However only the hotmail account shows any folders. The other account shows Inbox only and if I make a new folder it doesn't appear. How do I get folders to appear?

Is this an imap mail account ? If yes, have you checked you are subscribed to see those missing folders. right click on the mail account name in left Folder Pane and select 'Subscribe'.
