I frequently open secondary windows to refer to sites while using the primary window. This works well but the system (Windows 10) thinks the default window is the secondary one. So newly activated URLs open in it instead of the default window. How can I change this?

Check your privacy settings to see what you have set on how it opens new browser windows or tabs.

There is no mention of new browser windows or tabs under Privacy & Security.

If your clicking on links in the second windows it will open in the second browser window unless your clicking on the link in the main browser window you opened. Windows 10 has nothing to do with the active or secondary browser window it's which one your at becomes the active browser window. And link opened in it will open in that browser window unless you again choose option to open in new browser window.

How are you tabs option set?

Not clicking in Firefox, clicking in a data file. Windows 10 knows that FF is the default browser and FF opens the most recently made window apparently. I do appreciate your response. I'll live with the way it works.
