I have to close and then re-open Thunderbird to get new messages. This started a week or so ago. I am using Charter. My server settings are OK per Charter

I have the "check email upon opening", as well as "check every minute" configured. Even if Thunderbird is open and I click Get Messages, no new emails download unless I close program and re-open.

There was a similar problem with GoDaddy a while ago which did affect many people. GoDaddy were simply denying that there was a problem at all. In the end they silently fixed it, whatever the problem was.

There have been a lot of complaints in this forum recently from people using Charter about the very same problem. You'll need to talk to Charter. Tell them you're not the only one with the problem.

I read about this in the forum. I called Charter, and they stated that since I could get emails OK through the web, it was clearly a Thunderbird issue, and they could not help. Oh well.....

Webmail infrastructure is independent from POP/IMAP/SMTP servers. Therefore, if webmail works, this is no indication that there are no problems. Don't let them get away with this BS.
