filters suddenly don't work
In the past I have been setting up my filters by entering a part of the junk email address. Example is that there is one with atlanticbb.com that I have put into the filter list. That has worked as have the others. Then I noticed that I could enter a part of an address and it would not work when I hit apply the filters. Suddenly apparently none of my filters seem to be working. As an added feature when I designate a message as junk and delete it (and it shows up in the junk folder) that seems to have no effect on the next one from that address.

If this is only for junk mail filtering, my suggestion would be to use the Junk Mail training in Thunderbird after resetting it.
Take a look at this guide: https://support.mozilla.org/en-US/kb/thunderbird-and-junk-spam-messages
If you have other filters (for classification, for example), perhaps re-write them or check them carefuly for conflicting conditions that may cancel each other.
My real concern is that, due to how suddenly this change happened, has something happened that turned off the filter part of the tools section of Thunderbird?
The reason that I so liked the filter function is that I was able to enter a part of the address of the spam and that was enough to remove them despite how many ways that the full address was changed each time.
After posting the above I noticed that the tools button at the top of the inbox window was suddenly missing. Thus that entire function is now gone. Is that a change by Mozilla or bad guys?
Did you upgrade TB recently? I am not aware of such a drastic change. What version are you using now?
