Clicking on a bookmark activates the link in the page below the bookmark
In Firefox 60 if you click on a bookmark and the bookmark happens to be on a page that has a link in the same screen location (hidden by the bookmark pull-down) then the link on the page activates and you cannot open the bookmarked page. Similarly if you open the pop-up to 'save an image as' and there is a link under the save button then the image is saved but the link under the save button is activated too. It looks like the webpage always takes the mouse clicks even if it is covered by another GUI element.

Start Firefox in Safe Mode to check if one of the extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) or if hardware acceleration is is causing the problem.
- switch to the DEFAULT theme: "3-bar" menu button or Tools -> Add-ons -> Appearance
- do NOT click the "Refresh Firefox" button on the Safe Mode start window

You can try to disable hardware acceleration in Firefox.
- Options/Preferences -> General: Performance
remove checkmark: [ ] "Use recommended performance settings"
remove checkmark: [ ] "Use hardware acceleration when available" - https://support.mozilla.org/en-US/kb/performance-settings
Close and restart Firefox after modifying the setting to make the change effective.
You can check if there is an update for your graphics display driver and check for hardware acceleration related issues.
