Open a Write window. The Attach button is on the Composition toolbar along with Send. Are you missing the entire toolbar or just the button?

If just the button, right click the toolbar and select Customize. Find the attach button in the dialog box that opens and drag and drop it back on the toolbar.

If the entire toolbar is missing go to View on the Menu Bar and select Toolbars. Turn the Composition toolbar back on.

If the Menu Bar is missing also press the alt key to make it appear.
