The last available version available for OSX 10.3.9 and earlier is Firefox 2.0.0.20

Download Firefox 2.0.0.20 from here (choose your language, download and SAVE the .dmg file to your hard drive): ftp://ftp.mozilla.org/pub/mozilla.org/firefox/releases/2.0.0.20/mac/
