Yes you can using drag method. See Customize Firefox controls, buttons and toolbars article for more info how it works

Yes. Drag it to the location that you want while the "Customize Toolbar" window is open then close the "Customize Toolbar" window. See --> https://support.mozilla.org/en-US/kb/how-do-i-customize-toolbars
